Kerry Doesn't Know What Obama Will Do if Congress Shoots Down Syria Strike

On Tuesday, Secretary of State John Kerry said he had no idea what President Barack Obama would do if Congress rejects his request for authorization to use military force against Syria.

“I can’t tell you what the president is going to do because he hasn’t told me,” Kerry said. He noted that he felt Obama has and always has had the “authority to strike” Syria without congressional authorization and “that hasn’t changed.” 

Kerry was responding to a question from Sen. Jeff Flake (R-AZ); he said North Korea and Iran would “celebrate” if Congress did not authorize the use of military force against Syria, which he said would be a “setback” for America’s leadership role in the world.
