Putin: Russian Plan Only Works if US Forgoes Force Against Syria

On Tuesday, Russian President Vladimir Putin explained that the Russian proposal agreed to by Syria to turn over Syria’s chemical weapons to international control could not succeed unless the US rejected the use of force. The proposal “can work only if we hear that the American side and all those who support the United States in this sense reject the use of force.”
