NYC To Shut Down 17 Under-Performing Schools

The ax is about to fall on 17 under performing schools as the Department of Education looks to improve classroom instruction. One of the targeted schools is The High School of Graphic Communication Arts on West 49th in the Hell's Kitchen area of Manhattan.
