"Look, there's only one way to deal with this. I mean, I've been saying it time and time again and I think I there are members here who agree. You've gotta the larger deficit issue and to address a large deficit issue, in my own experience ... you've gotta be able to develop a balanced package ... That's just the nature of dealing with the size deficits you've got.
