"There's three things we have to worry about: Two are short-term, one is long-term," he said. "The two short-term pieces are, number one, will they inspire somebody here to conduct an attack? The second is, there's a number of Americans, a number of Canadians and a number of Western Europeans who went to Syria to join ISIS to fight with them. Any one of those could be directed back at the United States to conduct a small-scale attack. Over the long-term, two-and-half, three years, we have to worry about a 9/11-style attack by ISIS."
Morell said, "This is the most complex terrorism problem that I have ever seen. There are no magic bullets; this is going to take a long time to get under control."
