No Photoshopping? What a bunch of whiny little spoilsports

It figures they'd release their big skeet-shooting photo with a snotty demand that Internet bullies may not steal their lunch money. Does anyone know if George Bush ever successfully insisted that a publicity photo of him could not be manipulated in any way? What happens to someone that does photoshop this - who shows up to enforce the law? IRS? Secret Service? TSA? ObamaCare commissars?
Follow-up question: could David Gregory get away with Photoshopping this image?
Maybe we can't manipulate the image, but I can hardly wait to see the Drudge Report "juxtaposition."
