The figure stands at 3,165, as of October last year, compared with 742 in fiscal 1955 when the first such survey was conducted, according to the Ministry of Education, Culture, Sports, Science and Technology.
In fiscal 2007, a total of 631.87 million books, a record-high, were checked out from libraries nationwide, the ministry said.
The average library user checked out 18.6 books during the fiscal year, according to the ministry.
