COUNCIL BLUFFS, Iowa - A policeman chosen officer of the year in Council Bluffs, Iowa, has been charged with drunken driving.

Officer Terry Cozad has been on paid administrative leave since his arrest Sunday night by a Mills County sheriff's deputy.

Authorities say he refused to take an alcohol breath test.

Cozad has been with the Council Bluffs Police Department since 1999.

He was named officer of the year earlier this year.

Cozad's lawyer declined comment on the case Thursday.
