The woman, who can't be named due to a publication ban, said on the video that she saw the officer chase Bulatci behind an apartment building.
Bulatci "slid, like in baseball, got on his stomach, whipped out a gun and shot him," she said.
She described seeing flashes come from the muzzle of the gun, then Worden's head twitched and he fell to the ground.
However, the woman admitted under cross-examination Tuesday that she might have exaggerated what happened at the time the video was recorded and now can't remember exact details.
Steven Gauthier told the jury at the first-degree murder trial of Bulatci, 25, that he saw the two men as he was walking to his home in Hay River, N.W.T., on the morning of Oct. 6, 2007.
He said he lost sight of the men as they headed behind a building and shortly after heard four gunshots in rapid succession.
Worden, 30, was found dead several hours later with his gun still in its holster.
His death left his community shocked and deeply saddened. About 1,400 people attended a memorial service in Hay River, on the south shore of Great Slave Lake, and a head-and-shoulders statue of him will stand permanently as a memorial in the town's recreation centre.
Worden left a wife and young daughter.
