The ‘kinetic action’ in Libya is now in clear violation of the War Powers Act. One can argue whether or not the War Powers Act is sound law, but it is currently the law of the land. One could also argue whether or not the action in Libya is sound policy, but, it is currently, unmistakably, illegal.
