Police Chief: Actions Of 'Cowardly' Santa Monica Shooter Were Premeditated

Police Chief Jacqueline Seabrooks says the shooting spree of the “cowardly murderer” in Santa Monica was “premeditated.”

Speaking at a June 8 news conference, Seabrooks talked of how the killing started with domestic violence–the shooter killed two family members before carjacking a vehicle, putting a bag full of magazines in the car, and firing indiscriminately at buses on his way to Santa Monica College.

Just outside the college he killed a campus employee and then, just outside the school’s library, he killed another individual. He then went into the library where he fired approximately 70 shots, injuring no one before he was killed by police.

Speaking to the preparation the shooter seems to have made for the day, Seabrooks said:

Any time someone puts on a vest of some sort, comes out with a bag full of loaded magazines, has an extra receiver, has a handgun and had a semi-automatic rifle, carjacks folks, goes to a college, kills more people and has to be neutralized at the hands of the police, I would say that that’s premeditated.
