NYC Suicide-Bomber Got ‘Most Extreme, Remote Possible’ Visa, Says Official

The alleged suicide-bomber in New York City on Monday came to the U.S. on the “most extreme, remote possible” visa category, according to Lee Francis Cissna, director of the United States Citizenship and Immigration Services.

“So the suspect in yesterday’s bombing came in under the most extreme, remote possible family-based connection that you can have under current U.S. immigration law,” Cissna explained to reporters at the White House. “The child of a sibling of a U.S. citizen.”

Cissna explained to the establishment media how Bangladesh national Akayed Ullah was able to arrive in the U.S. in 2011 through the process known as “chain migration,” whereby new immigrants are allowed to bring an unlimited amount of foreign relatives to the country.

As Breitbart News reported, Ullah was able to enter the U.S. as the nephew of a man who had previously won a Green Card on the Diversity Visa Lottery, which doles out 50,000 visas to foreign nationals from a multitude of countries, including those with known terrorist problems.

Cissna said that like chain migration, the Visa Lottery is ridden with fraud and abuse, allowing many foreign nationals to come to the U.S. despite having no intentions of assimilating or contributing to the national economy.

“The problems with the Visa Lottery are various,” Cissna said. “First, because the criteria are so low, either you have no education at all and some various little skills or you have minimum education and no skills at all. And because it’s a lottery, pretty much anybody on the planet who’s from a qualifying country can take advantage of this.”

In 2003, as Cissna noted, the State Department and other federal agencies warned that because of the low-eligibility requirements for foreign nationals seeking to win a Green Card, the Visa Lottery was susceptible to potential terrorists using the program as an avenue to enter the U.S.

“They warned about this in 2003,” Cissna said of the State Department.

Ullah is the second terrorist in less than three months to have been allowed to enter the U.S. because of the Visa Lottery.

Suspected ISIS-inspired New York City terrorist, Uzbek national 29-year-old Sayfullo Saipov, who is accused of murdering at least eight individuals, entered the U.S. in 2010 by winning one of the 50,000 visas randomly allotted in the Visa Lottery.

In 2010, Cissna revealed, roughly 70 percent of Uzbeck nationals who entered the U.S. did so through the Visa Lottery.

Researchers with the Center for Immigration Studies have estimated that the impact of the Visa Lottery coupled with chain migration has led to a flow of nearly five million foreign nationals arriving in the U.S. since 1994, a population that is larger than the city of Los Angeles, California.

Since 2005, the U.S. has admitted and resettled 141,501 Bangladeshi nationals who entered because their foreign relatives were already living in the country, Breitbart News reported.
