Every Pope is The Pope of the People

In response to Do Catholics now truly have a Pope of the people?:

It seems as every time a new Pope is picked, he becomes the “Pope of the people.” Am I wrong? I have been around for a few Popes, and this is always the case. Each Pope is always the “first’ of something, and then pegged to be everyone’s Pope. Someone correct me if I am wrong
