WASHINGTON (AP) — Texas was the big winner in the 2010 census when it picked up four congressional seats, mainly due to growth in its Hispanic population.
A Supreme Court case being argued Tuesday threatens to diminish Latinos’ clout and benefit white, rural voters.
Republican voters in Texas want the court to order a drastic change in the way Texas and every other state divide their electoral districts. The challengers say the Constitution requires states to count only eligible voters, not the total population, in determining how to draw political maps.
A court ruling in their favor would shift power to rural areas and away from urban districts with large immigrant populations.
Civil rights groups say the impetus for the court fight is a desire to slow the growth of Latino political power.
