Pyongyang (AFP) – North Korea’s first ruling party congress for nearly 40 years formally adopted a policy to improve and expand the country’s nuclear arsenal, state media said Monday.

The congress, which is technically North Korea’s top decision-making body, enshrined the decision to “boost self-defensive nuclear force both in quality and quantity,” the North’s official KCNA news agency said.
