Report on 2015 California refinery blast to be unveiled

TORRANCE, Calif. (AP) — An independent federal agency charged with investigating industrial chemical accidents will deliver a report on its probe into a blast at a Southern California refinery that injured four contractors a year ago and rained a white ash on the surrounding community.

The U.S. Chemical Safety Board will also discuss its findings with residents at a meeting later Wednesday that’s expected to be attended by state lawmakers and activists who are concerned about the safety of the refinery, which sits in a densely populated part of the city of Torrance.

State officials have already fined the former ExxonMobil refinery $566,000 for health and safety violations in the Feb. 18, 2015 blast.

California regulators found the explosion was caused by vapor leakage from a fluid catalytic cracker unit into an electrostatic precipitator.
