The man known as “Comandante Toro,” who runs the Los Metros faction of the Gulf Cartel in Reynosa, has managed to evade a series of recent moves by authorities to capture him. The mayor of the Mexican city of San Fernando survived a brazen attack by drug cartel gunmen who fired upon the convoy that he had been travelling in. REYNOSA, Tamaulipas — Mexican authorities have dismantled a massive surveillance system used by the Gulf cartel in a city bordering Texas. The system was made up of surveillance cameras and spread throughout the city. The cameras were placed in as many as 52 different spots on top of light and telephone poles.
