
Left-wing Democrats in California are demanding that Governor Jerry Brown increase spending as he attempts to keep the state budget in the black. The battle allows rank-and-file Democrats to pose as champions of various issues dear to their constituents while Brown can be seen as a fiscal moderate.

California is enjoying another year of budget surplus–and the state’s Democrats cannot wait to spend the spoils. Though Gov. Jerry Brown’s new plans call for spending an additional $7.5 billion more than originally budgeted–an increase that is larger than the entire budgets of some states–Democrats in the state legislature are predicting a $2.5 billion surplus in the year to come, and bickering over which of the state’s generous social welfare programs will benefit from the new cash.

Gov. Jerry Brown will release his updated budget on Thursday, and in light of the Golden State’s $3 billion-plus surplus, Brown is expected to suggest an increase in spending on public schools and community colleges . He is also expected to ask that more funds be set aside for the state’s savings or “rainy day” fund.
