Mexican Border State University Official under Investigation for Cartel Kidnappings

CIUDAD VICTORIA, Tamaulipas — A top official with the Tamaulipas Autonomous University (UAT) was arrested by Mexico’s Federal Police for his role in Los Zetas cartel’s kidnapping operation. One of the victims was a student.

The suspect was identified as 37-year-old Hector Alejandro “El Licenciado” Villanueva Garcia. The now arrested suspect is accused of participating in kidnappings against his rivals, extortion, and other ransom activities.

Villanueva Garcia is a high-ranking official with the UAT as the department head for the law school student services. He is tied to Juan Fernando “El Ferrari” Alvarez Cortez, the former regional boss for Los Zetas in the area; who was arrested in May 2014. As part of Los Zetas, Villanueva Garcia reportedly oversaw kidnapping and extortion activities for the cartel. While the available court records do not point out how he performed his work, one of the victims was identified as a university student whose parents filed the complaint. Villanueva Garcia was sent to Mexico City for questioning.
