Rep. Doc Hastings (WA-R) reveals that the bill that the House passed today (HR 4783) was originally set-up for income tax benefits for donations for Haiti relief. The Senate then added billions of dollars to it, including funding for the controversial Pigford II settlement. The Democratic Leadership did not allow a single amendment to the bill.
