NPR Reporter, Carney Not Sure Congressional Insider Trading Legal

Mara Liasson of NPR asked Press Secretary Jay Carney if insider trading was currently illegal for members of congress. Carney refused to answer completely, saying only “I think it is not banned.” Liasson was visibly confused as to why an illegal activity would not be illegal for members of congress.
