Kerry: Obama 'Committed To Uphold The Constitution'

Senator Kerry was challenged about how the Obama administration has been usurping Congress with treaties by making them Executive Agreements with other countries. Kerry expressed that he would need to rule on the practice on a case-by-case basis but that he is “confident” the President is “committed” to follow the Constitution.
