Former Manager: Low-Level Employees Could Not Have Perpetrated IRS Scandal

NBC News reports that a former employee of the IRS’s Cincinatti office doesn’t buy the explanation that two “low-level employees” are responsible for the scandal over targeting Tea Party groups for extra scrutiny in the office’s Tax-Exempt Division.

“The idea of two rogue employees is inconsistent with the kinds of checks and balances that are inherent in the way the organization is set up,” objected Bonnie Esrig, who worked as an area manager in the office’s Determinations Unit for two years out of her 38-year career in the agency. “I think that even if an employee were to veer off in a separate direction briefly, I would be very, very surprised if anybody could sustain that before management became involved.”
