Philadelphia to Borrow $50 Million to Open Schools on Time

With less than a month before Philadelphia starts its school year, mayor Michael Nutter says he will receive a commitment for $50 million dollars–though the ultimate source of those funds are currently unknown–to allow public schools to open on time.
