Kerry: Obama Has 'Power' To Act, 'No Matter What Happens With Congress'

Secretary Kerry told a Google+ hangout on Tuesday that President Obama “retains” the right to initiate a military strike on Syria without Congressional approval. “The President is the President,” Kerry said, “and he has that power.”
