Senator Sen. Harry Reid (D-NV) tried to convince Senator Sen. Ted Cruz (R-TX) to yield 15 minutes of his time to his friend, Senator Sen. John McCain (R-AZ). Cruz said his understanding of Senate rules prevents him from speaking after noon ET and that he would follow the rules and yield at that time.
