Students and the government of Canada’s Quebec province on Monday resumed negotiations aimed at bringing an end to more than three months of protests over tuition hikes.

One person was killed and four were injured in an explosion that caused a large fire at a paper mill in Sartell, Minn. about 75 miles northwest of Minneapolis. The incident at the Verso Paper Corp. mill is under investigation.
