State Rep. Tim Moore (R-Elizabethtown) says campus carry lets would-be attackers know that students at Kentucky’s publicly funded universities and colleges will offer armed resistance.
Moore is sponsoring House Bill 210 to prohibit concealed carry bans on public university and college campuses.
The Courier Journal reports Moore’s observation that college campuses “may be one of the riskier places” that students go because they are mandated to leave their self-defense handguns behind. He explained that students are at risk because the criminal mind looks for weakness that can be exploited and gun-free zones present a victim-rich environment where individuals are denied the ability to defend themselves.
Moore said, “People who have evil intent look for ways to perpetrate their evil intentions in a place … where there is going to be the least possibility of resistance.” He presented the gun-free scenario as contrary to nature because “law-abiding citizens have a right to protect themselves.”
State Rep. Attica Scott (D-Louisville) countered Moore’s push to allow students to be armed for self-defense, saying, “I see that as making us less safe.” Scott added, “I look up in the (House) chambers and I’m thinking, ‘Wow, what if someone up in the chambers has a gun and they’re upset about a piece of legislation that we’ve passed and they decide to open fire?’ We’re a captive audience.”
Scott overlooks the fact that disarmed students become part of a “captive audience” every time they step on campus. Criminals will carry on campus regardless of the law and a “gun-free” designation means law-abiding students will be helpless when those criminals open fire.
