Los Angeles City Council Supports Ban on Single-Shot Handguns

On July 1, the Los Angeles City Council voted unanimously in support of Assembly Bill 1964, a bill that would add “single-shot handguns” to the list of unsafe and, therefore, banned handguns in city limits.

According to WestsideToday.com, Councilman Paul Koretz (D-Dist. 5) urged his colleagues to support AB 1964 by arguing that single-shot handguns “are increasingly popular because they are easy to modify to fire in semiautomatic mode while not having to meet California’s safe handgun regulations.”

AB 1964 is currently in the state Senate. It passed the Senate Public Safety Committee by a vote of 4 to 2.

The California Association of Federal Firearms Licensees issued a statement opposing the bill: 

The clear intent of this measure is to further narrow California’s already onerous and overly burdensome … handgun roster and eliminate more firearms from the non-peace officer marketplace.

There is no evidentiary need for the passage of 1964. The penal code, as it relates to firearms, is already overflowing with laws that are not enforced or enforceable. AB 1964 is a solution in search of a problem.

AB 1964 is supported by “All Saints Church of Pasadena, California Chapters of the Brady Campaign to Prevent Gun Violence, Coalition Against Gun Violence, League of Women Voters of California, Los Angeles City Attorney Michael Feuer, Mayor Eric Garcetti, and Women Against Gun Violence,” among other groups.
