Carney: Raising Debt Ceiling Must Be Part Of 'Fiscal Cliff' Deal

White House Press Secretary Jay Carney was asked today if raising the debt ceiling was a mandatory part for the fiscal cliff negotiations. Carney said that it was imperative that part of the “fiscal cliff” deal included the ability for America to pay its bills.”
