U.S. Ambassador Samantha Power: We Can't Rule Out Russian Role in Plane Downing

At an emergency meeting of the U.N. Security Council on Friday, U.S. Ambassador Samantha Power said the United States “cannot rule out” assistance from Russia in the downing of Malaysia Airlines Flight 17, killing all 295 passengers. 

Power said the plane was “was likely downed by an SA-11 missile, operated from a separatist-held location in eastern Ukraine'” she added in light of the “technical complexity” of the surface-to-air missile system, Russia likely had to provide technical assistance to Ukrainian separatists.

Power charged the incident was “fueled by Russian support for separatists,” she demanded  Moscow “must rein in what is has unleashed.” She added, “This war can be ended. Russia can end this war. Russia must end this war.”
