E.U. Gives Russia 'Slap on the Wrist'

Moscow shrugged off the EU demands to withdraw its troops from the so-called security zones it carved out of Georgian territory and threatened to mount an unspecified response to the presence of NATO ships off Georgia’s Black Sea coast.
