A NYC hotel bar and restaurant is inches from some tenants’ windows. The noise is so irritating to tenants they admit they’ve engaged in dirty tricks: videotaping the noise level for all to see on YouTube and airing their dirty laundry to dangle over the heads of outdoor diners.
