Senator To IRS Commissioners: 'Why Didn't You Know?'

Senator Stabenow pressed former IRS Commissioner Douglas Shulman and current IRS Chief Steven Miller on how inappropriate activity could happen inside the organization for over two years without top management being aware. Neither commissioner had an answer but both apologized.
