Based upon research and exclusive documentation provided to Big Government, it’s believed that dated allegations of sexually aggressive behavior by former Penthouse Pet and stripper Tammy Chapman against prospective Republican gubernatorial candidate, Missouri Lt. Gov. Peter Kinder, do not hold up under scrutiny. Along with that, it appears steps may have been taken to cover any tracks leading to who is behind the bizarre smear campaign.

Chapman has alleged Kinder is guilty of said behavior 16 years ago, as well as recently offering her a place to live. Kinder has dismissed the allegations as bizarre. In fact, evidence suggests it may be an intentionally false political smear propagated with the help of a somewhat prominent Democrat.

Missouri Lt. Gov. Peter Kinder has responded to a story in the local alt-weekly, in which a bartender and former stripper alleged she once cut off all contact with him because he was too agressive.(sic) “Like most people I am not proud of every place I have been, but this woman’s bizarre story is not true,” Kinder said. He accused his likely Democratic rival in the 2012 gubernatorial election, Gov. Jay Nixon (D), of making up “false stories about the past.”

Chapman made the assertions below in her initial claim. The claims were initially raised three years ago when Kinder ran for Lt. Governor but were mostly ignored by the media for lack of substance. It appears a recent cellphone photo of Chapman and Kinder together, one requested by Chapman and taken with her cellphone in a restaurant where she was waitressing at the time, may have provided what appeared to be a valid news hook to re-assert the old attack.

Chapman tells Daily RFT, Kinder was obsessed with her nearly sixteen years ago, when she was a young stripper … to the point that she cut off all contact. … “He became very aggressive with me,” she says. “I couldn’t tolerate what he was making me do.” Alarmed by his conduct and the letters he was writing, she told him not to come in any more. “I was willing to give up the money he gave me,” she says simply.

Chapman alleges that while she gave the state senator private dances, he would grab her by the shoulders and aggressively try to force her head into his lap. “He’d pull me down to his groin — really, really hard, to the point that it hurt me,” she says

She saw him four years ago at an NRA convention: Their eyes locked, and Chapman confided to a companion that this was the creepy guy she’d told him about. But the two never spoke.

As for that famous photo, she’s mystified as to how it got out. She took it, she says, and she e-mailed it to him before deleting it. Kinder, she says, is the only person she e-mailed it to; she has no idea how it wound up being sent to Riverfront Times.

Chapman says she’s speaking out because she’s disgusted by Kinder’s behavior, both in the mid-’90s and today. “He uses his political business card to get women,” she says.

She adds, “He is not fit for public office.”

Yet, according to sources it was Chapman who actually approached Kinder at the restaurant and requested to have her picture taken with him – a man she now claims physically hurt her years ago.

Also, along with providing him a free drink coupon, she even encouraged him to visit her at another restaurant, Park West Grille. That’s hardly the type of behavior one would expect from a waitress with regard to a man who physically hurt her in the past, one allegedly so obsessed with her sixteen years ago she says she passed up alleged heavy tips from him then to disassociate herself.

Furthermore, she also claims to have been still talking about it just a few years ago, calling him “creepy” to a companion, a well known Democrat, after seeing Kinder at an NRA event at which their “eyes locked.” That doesn’t jibe with it suddenly becoming irrelevant this past Winter when Kinder happened in to a restaurant where she was then employed. If anything, one would think she would have ignored him during the Winter encounter, or asked another waitress to serve his table, if need be.

That Chapman suddenly wanted a casual friendly photo as a rememberance of someone who alledgely once all but sexually assaulted her, causing her physical harm, one she allegedly recently called “creepy,” is only one aspect of Chapman’s story that doesn’t sound the least bit plausible.

Miraculously, the photo then just happened to turn up in an alt weekly on August 9th, one also closely tied to Democrats, the Riverfront Times. Yet she insists she didn’t share the photo with anyone, instead immediately deleting it after initially requesting it from Kinder. It’s unclear why she would request a personal photo for no apparent purpose, other than to email it only to Kinder, then immediately delete it.

Additionally, documentation provided to Big Government includes a forwarded Facebook notification, see below, indicating that Chapman requested Kinder add her as a friend on Facebook on June 2, 2011, just two months before the allegations re-surfaced, but long after the Winter restaurant encounter took place. That means Chapman requested to be linked to Kinder’s Facebook page months after allegedly having concluded he, in her words, “isn’t fit for public office,” while also insisting she has no real interest in politics.

A more likely scenario would be that long after the meeting and as the potential race began to come into focus, she either realized, or it was suggested to her, that linking up with Kinder on Facebook would provide yet one more association with Kinder potentially to help fuel the story. Nothing else really makes much sense under the circumstances.

As regards the initial allegations of 16 years ago, legitimate strip clubs, including those that offer lap dancing, tend to be highly restrictive when it comes to customer behavior – Don’t touch the dancers, most especially without permission. They also routinely employ rather large men they call bouncers specifically to see that the dancers are not harassed. Yet, Penthouse Pet and exotic dancer Chapman seems to claim that she had no knowledge as to how such clubs routinely operate to ensure the safety of their entertainers.

Chapman then goes on in regard to the Winter restaurant encounter:

Trying to do her job, Chapman asked the 56-year-old Kinder, who was now lieutenant governor and a rising Tea Party star, whether he remembered her. He said he did. They got to chatting, and when she mentioned she was looking to find a new apartment, he pounced.

Still, when he saw her at Verlin’s Bar and Grill last winter, after they hadn’t seen each other in years, she says that Kinder — who is now widely believed to be mounting a challenge to incumbent Governor Jay Nixon, a Democrat — suggested she move into his Brentwood condo. The condo’s $1,555 monthly rent is paid for by Kinder’s campaign committee, records show.

It seems unclear who “pounced” here, but it was widely reported that Kinder’s campaign rented the apartment in response to the St. Louis Dispatch making a big deal over his use of hotels when in St. Louis for political, or related events. Reason that one out.

The press hammers a politician for staying at nice hotels, so said politician then goes out and rents an apartment, prompty inviting an ex Penthouse Pet and stripper to share it, somehow. In what universe does that make any sense? It would have invited headlines far worse than anything alleged so far. And to top it off, while claiming to have been looking for an apartment in Winter, Chapman announced having found one on April 27 via her Facebook page.

In fact, Kinder doesn’t even live or, or frequently stay at the apartment. It’s for the campaign and was only occupied after April when the furniture was delivered. It’s used by one or more staffers most nights, assuming they have business in St. Louis. Newspaper coverage of the hotel vs. apartment story would have informed anyone following the news of the apartment’s existence. Funny that Chapman would wait until now to talk about an incident in Winter, … but that’s only because the picture surfaced. So, how did that happen?

Enter Chapman’s close companion John Ross, Democrat. Ross ran against Jim Talent in 1998.

John Ross chronicled his relationship with Tammy Chapman here in 2007. Keep in mind, this Tammy and John are the two central figures behind allegations of overly aggressivve sexual behavior by Kinder 16 years ago.

I couldn’t keep my eyes off this woman, who told me her name was Tammy and that she’d just started working for my friend Ann. I could claim that the naked girls were annoyed that I was ignoring them, but I doubt they even noticed, as the hockey players were keeping them busy with plenty of attention. In any event, Tammy and I chatted for a while as I let myself bask in her intoxicating presence. Eventually her boss walked over.

“Annie, why am I the only guy in this room paying any attention to Tammy here?” I asked. Tammy and Ann exchanged a look and Tammy’s grin widened.

“I’m a lesbian.”

It was my turn to smile. “Are you a Gold Star lesbian?” I asked. (A Gold Star lesbian is a lesbian who has never had a male lover.)

“No. In fact, I’ve been married. More than once.”

“And they were abusive, or at least the last one was, and it soured you on sex with men, and women are safer, so you go around telling everyone you’re a lesbian, but in reality you’re far too fascinated with people in general to write off half the population entirely, and so you radiate this white-hot appeal to everyone around you. Some day your girlfriend is going to annoy you one time too many and you’ll decide to go slumming, and I hope I’m in the room when that happens.”

“JR’s pretty observant,” Ann commented as Tammy’s mouth hung open. “And he’s got a really hot girlfriend, so he’s not giving you some line of bullshit to try to convert you.”

It was Ross Chapman claims to have told Kinder was “creepy” at an NRA event four years ago they attended together. Here’s a somewhat vulgar YouTube video Ross made with Chapman in which he sings about having sexual relations with her. Chapman comments during the video and appears to have recorded it herself.
