MADISON, Tennessee–Obamacare is too “complicated” to know whether there will be further delays to its implementation, Health and Human Services Secretary Kathleen Sebelius said Thursday.

Asked by Breitbart News at a press conference here whether there are any parts of the health care law that will “absolutely” not be delayed in the future, Sebelius said “I don’t have any idea how to answer that question.”

“This is a complicated law,” Sebelius added. “It’s in place right now and we anticipate full implementation.”

Sebelius was at a family clinic operated by United Neighborhood Health Services in Madison to encourage people to enroll.

“I am here in Nashville because we are approaching a deadline and in Tennessee about 16 percent of the residents of this state started out uninsured but eligible for affordable health care and about 194,000 of those folks are right here in Nashville,” she said.

Nashville Mayor Karl Dean, a Democrat, joined Secretary Sebelius at the event as well as singer Amy Speace who said she had enrolled at Healthcare.gov and and that she was now paying a lower premium as a result.

Sebelius claimed that “the cost of the bill did not add a dime to the deficit,” and deflected a question from one reporter who said “I’m hearing from a lot of businesses who say their premiums are going to be rising dramatically.”

Large employers, she claimed are in a market that “is not directly impacted by the law,” and small businesses that employ fewer than fifty employees “have no employee [health insurance] responsibility.”
As for mid size businesses that employ more than fifty but are not large businesses, Secretary Sebelius did not concede their rates will be increasing dramatically.”It’s hard for me to tell you what rates they paid before,” she said. “You may see some premiums increase in some markets and decrease in others.”
