President Obama indicated that he would not respond militarily after a Russian fighter plane was seen “buzzing” a United States warship on Monday, and he would, instead, continue employing diplomatic solutions.
He then explained that militarily the United States was still “significantly superior” to Russia, but that he did not want a war.
