Thursday at the White House daily press briefing, press secretary Josh Earnest got into a heated exchange with Fox News chief White House correspondent Ed Henry over recent reports that President Barack Obama has been issuing “presidential memorandum” to avoid scrutiny over larger numbers of executive orders and so the administration can downplay the true extent he has used executive powers.
