Obama Threatens Congress: 'I Will Insist' My Bill Be Passed If They 'Fail To Act'

President Obama told a cheering crowd in Las Vegas that although he is excited about the bipartisan efforts Congress, if they “fail to act” Obama promised that he will send his own bill and “insist” that Congress pass it.
