Texas Legislators Introduce Open Carry Legislation Greg Abbott Requested

On November 5 Breitbart News reported that Texas Governor-elect Greg Abbott (R) said he will sign an open carry handgun bill into law when legislators pass one and place it on his desk.

By November 11, state representative James White (R-Woodville) answered the call and put forth HB 164–a bill which would give everyone with a concealed carry permit the option to carry their handguns openly if they so choose. 

Texas Public Radio quoted White talking about Vermont’s open carry law, adding: “Everyone talks about how blue the state of Vermont is, surely in the big ‘red state’ of Texas we can have open carry [too.]”

In addition to White’s legislation, state representative Jonathan Strickland (R-Dist. 92) put forward legislation allowing Texans to carry a gun openly or concealed without a permit. This option, referred to as Constitutional Carry, is the same type of open carry law that currently exists in Alaska, Arizona, Wyoming, and Vermont. 

An option similar to Constitutional Carry exists in Mississippi, where you have to have a concealed carry permit to carry a handgun concealed but no permit is needed to carry one openly.
