Canada will only be able to balance its budget in fiscal 2016-17, one year later than originally forecast, due to low commodity prices, Finance Minister Jim Flaherty said Tuesday.
Flaherty said in a midterm fiscal report card that Ottawa now expects to post a Can$1.7-billion surplus (US$1.7 billion) that year.
