'Civility Pledge' Shuts Down Debate At Tucson City Council Meeting

The Tucson City Council signed a “Civility Accord” in the wake of the Gabrielle Giffords shooting. Last night they used the pledge to shut off debate when, in their opinion, a citizen acted in an uncivil way.
