WH Official On Budget: Obama 'Not Afraid' To Act If Congress Won't

Cecilia Munoz of the White House Domestic Policy Council has been making the media rounds disucing President Obama’s propsed budget. Munoz seems to be laying the ground work for Obama to bypass the Congress with executive actions.
