Gauntlet Thrown: Litmus Test for President Obama is Black Farmer Settlement

April Ryan of Urban Radio Network says that if the Senate does not approve funding for the Black Farmer Settlement, President Obama will have to put it through on his own to pass a litmus test to Black Americans who do not feel linked to the President’s success.
