On April 8th, Representative Steve Stockman (R-TX) announced H.R. 3199, the Safe Military Bases Act. Its goal is “to restore the right of trained soldiers to carry their guns.”
According to USA Today, Stockman compared the situation soldiers are in now as they deal with a need to abolish military gun-free zones to the road Texas traveled down to secure the passage of concealed carry. He explained that “in 1991, just six miles from Fort Hood, [Texas] suffered a mass shooting at a Luby’s cafeteria. One victim could only watch helplessly because under the law, she had to leave her gun in her car.”
He said Texas “responded to this tragedy by passing a bill allowing civilians to carry concealed weapons in public.” Other states around the country followed suit.
Stockman added, “While mass shootings nationwide have declined in the 20 years since the passage of concealed-carry laws in many states, they have escalated on military bases since” military personnel have been banned from being armed.
H.R. 3199 is “currently in the Crime, Terrorism, Homeland Security and Investigations Subcommittee of the House Judiciary Committee.”
