AUSTIN, Texas – The bill to allow holders of Texas Concealed Handgun Licenses (CHL) to openly carry handguns is heading back to the House floor for a vote on Friday. The bill came to the floor for a vote earlier this week but was sent back to committee due to a technical glitch.
Breitbart Texas has learned the glitch, which was raised as a point of order by State Rep. Trey Martinez Fischer (D-San Antonio), came about during testimony in the Homeland Security and Public Safety Committee. Chairman Larry Phillips (R-Sherman) opened the hearing for testimony on both the Open Carry (HB 910) and the Campus Carry (HB 937) bills. During the hearing the computer system reported that anyone testifying for or against either bill as testifying for or against both bills, according to a House staff member close to one of the bills.
The Committee’s reports had to be corrected for both bills. This has reportedly been accomplished and the HB 910 now heads back to the House floor where it is scheduled to be debated and voted on by the full house on Friday. The bill is expected to pass after many parliamentary procedures by Democrat House members who oppose the legislation. The bill did; however, pass the committee with a bipartisan vote. Texas Governor Greg Abbott has repeatedly indicated he will sign any open carry bill into law that reaches his desk for approval.
