Sen. Graham: Special Counsel Needed to Investigate IRS Scandal

Appearing on Fox News Sunday, Sen. Lindsey Graham (R-SC) said that a special counsel would be necessary to investigate both the IRS scandal and the Department of Justice targeting of reporters. “We are beginning to criminalize journalism and I think that should worry us all,” Graham stated. 

He added that he believed the White House was involved in the IRS scandal: “This did not accidentally happen. I think it comes from the top, in terms of tone.”
