Animal Rights Group Looks to Ban Horse Carriage Rides

A group called “Working Animal Advocates” has set its sights on horses used for carriage rides in Old Sacramento. The animal rights advocates claim that the practice, over a century old, is abusive to horses because they have to withstand traffic and inclement weather.
