The British flag is to fly over Belfast City Hall on Sunday to mark the 48th birthday of Prince Edward’s wife Sophie, the Countess of Wessex.
Loyalists are expected to demonstrate as the Union Flag is raised for only the second time since city councillors voted on December 3 to restrict the number of days it can be flown to 18.
A 30-year-old man and two teenage boys were arrested in Protestant-dominated east Belfast on Saturday night during protests over the flag vote.
A peaceful demonstration was held outside the City Hall earlier in the day.
Loyalist paramilitary chiefs in east Belfast, community leaders and clergy last week called for an end to the violence which has dogged parts of Northern Ireland since the council vote.
More than 100 police officers have been injured since the disorder began.
