96-Year-Old Who Allegedly Removed Diaper to Expose Himself to Girls is Oldest Prisoner in OC

Kenneth LeRoy Collins, 96, from Laguna Woods, became Orange County’s oldest inmate after he allegedly removed his diaper to expose himself and masturbate in front of two girls, aged 11 and 12. He also touched them inappropriately.

Collins, who was arrested on February 25, is being held on $1 million bail in the Orange County Jail, and will be arraigned on March 11, according to ABC 7.

The Orange County Register reports that he will be charged with four felony counts of lewd or lascivious act with a minor under 14. KTLA reported that Collins could face eight years in prison.

Deputy District Attorney Mena Guirguis said the victims were not relatives but visited Collins’ home regularly.

Collins is far from history’s oldest inmate; in 2011, 108-year-old Hindu priest Brij Bihari Pandey was released from prison. He had been serving a life sentence for the murders of four people over the inheritance of a Hindu religious institution.
